Setting New Sails On Rp-China Relations
This is in the spirit of “Welcome” to the new Chinese Ambassador Zhao Jianua. I’ll highlight the significant elements from the excellent 4,862 word article written by the Chinese Embassy in Manila’s spokesperson and deputy chief of the Political Section, Mr. Zhang Hwa, in response to the Philippine’s filing of its “memorial” to the Arbitral Tribunal.
China’s Position
The Chinese Embassy spokesman’s paper made ten essential points:
1) The Philippines’ push for international arbitration undermined China-Philippines relations as it disregards China’s position;
2) China does not accept the arbitration because “direct negotiations is the most common and preferred way to resolve such disputes… “ and China has successfully solved the boundary issues with 12 of its land neighbors…. 20,000 kms. Of boundary… In 2000, China and Vietnam equitably delineated the maritime boundary in the Beibu Gulf and …. signed the Agreement on Fishery Cooperation….China sees no reason to abandon such successful practices….” Refusal of arbitration is a right under international law which many invoke, denying China this right is “double standard”;
3) China wishes disputes to be settled through bilateral negotiations … “Forcing the arbitration is not conducive to the settlement … “;
4) China’s Basic Position on the South China Sea issue… “the Chinese side has always adhered to resolving relevant disputes with sovereign states directly concerned…. through consultations and negotiations. … and conforms to the consensus that China and ASEAN countries reached in the DOC (Declaration of Conduct)… “;
5) On “The Nature of China-Philippines Disputes… China…. was the first to discover, name, develop and operate on the Nansha Islands….exercised… sovereign jurisdiction….Philippines’ territory was determined by a series of international treaties,… (that) state that the border line of… .the Philippines is 118° East in longitude.… Nansha … and the Huangyan… do not lie within…”
Distance Is Not Relevant
“Some people believe that these islands and reefs are closer to the Philippines, and therefore they belong to the Philippines. This has no basis in international law. Geographical proximity has never been a criterion that determines the ownership of territory. Many countries in the world possess territories far away from their mainland or closer to other countries. .…” 6) Focuses on previous “Consensus” reached in agreements between China and the Philippines … the Joint Statement-PRC-RP Consultations on the South China Sea …. in August 1995 …. The Joint Statement between China and the Philippines on the Framework of Bilateral Cooperation… in May 2000… In 2002, China and the ASEAN… signed the Declaration on the Conduct of Parties…. (DOC),… adhering to negotiations as the mode and not arbitration.
Territories Lost In R.P. Maps
The 7th, on the Huangyan Island (Scarborough Shoal) issue, the paper states “The Philippines once clearly stated that the island is not within its territory. First, a series of international treaties defining the domain of the Philippine territory provide that the Huangyan Island is outside the territory of the Philippines. The then Philippine ambassador to Germany explicitly stated in 1990 in his letter to German radio amateurs that the Huangyan Island is not within the territory of the Philippines. The documents issued in 1994 by the Philippine National Mapping and Resources Authority …. all confirmed …. The Philippine official map issued in 2011 also marked the Huangyan Island outside the Philippine territorial border limits.”
The 8th point on “The Issue of Ren’ai Reef (Second Thomas Shoal)” recalls the commitments of previous Philippine government administrations to “tow away” the stranded Philippine navy derelict there. But the DFA, China states, “on March 14 openly stated the vessel ‘grounded’ 15 years ago was actually meant to occupy the reef, which proves that the Philippine side has been lying for 15 years….The sitting Philippine government was not the one 15 years ago, but as a country, the Philippines is obliged to honor its commitment. A public denial …. will make it lose credibility to the international community.” The 9th point, “Freedom and Safety of Navigation”, states that the “…South China Sea is the main sealane for China’s trade and transportation .… actions taken by China in safeguarding its sovereignty and maritime interests …. do not affect other countries’ freedom of navigation and overflight….”
South China Sea Peace
The paper ends with a Commitment of China to “a South China Sea of Peace, Friendship and Cooperation”, highlighting a measure it proposes to the harmonious climate over the shared waters: China setting up US $ 500-Million maritime cooperation fund to promote maritime cooperation, science, navigation, safety, connectivity, and combating transnational crime; and establishment of a maritime emergency hotline. It concludes: “So long as all parties earnestly implement relevant consensus, adhere to consultations and negotiations, promote practical maritime cooperation and joint development, the South China Sea will become a sea of peace, friendship and cooperation. “
The winds of change in the China-Philippines relations seem to be rallying on change not only in theory but in reality. The surest sign of this was revealed in the April 2 AIM forum “Understanding 21st Century China: All Under Heaven?” sponsored by such big-named institutions as Asia Society, Harvard Kennedy School Alumni Association of the Philippines, Tufts Fletcher School Alumni Association-Philippines, the hangers-on Ramos Peace and Development Foundation Inc. (where did FVR get the money?), and Former Senior Government Officials (hangers-on to hangers-on-governments dragged along by Uncle Sam). Three speakers highlighted the forum: Prof. Marwyn Samuels of Syracuse University ; Dr. Liping Zheng of the Asian Development Bank; and Chito Sta. Romana , the fountainhead of wisdom on China for Filipinos.
Puzzled Patriots
Public reactions at the forum were emailed to us by Internet journalist Jerry Quibilan: from Alex to Jerry : “I noticed something very different from the forum today compared to the forum of anti-China activist Raffy Alunan, Roilo Golez and President Ramos also at the AIM in December … They got ex-commodores and ex-commanders of the US 7th Fleet to tell us Filipinos we have to prepare for war with China and shed our blood …We got videos on recycled airplanes and ships to buy for the coming war with China… videos on the Korean war where 10,000 Filipinos allegedly killed 40,000 Chinese. Today President Ramos laughed at the Philippines’ decision to buy 12 new jet planes …. That shook me up. My impression is that Raffy Alunan and President Ramos have noticeably lost their belligerence … They were as nice to China as apple pie. Both said Filipinos should try to understand China and restore normal relations soonest. I am quite puzzled to say the least.”
I suggested an answer to Puzzled Alex: The P20-billion deal to buy the used FA-50 from South Korea has already been signed and sealed; and so the syndicate can now relax the propaganda scare-mongering. Then came this quip from one reactor in the forum, Wilson Lee Flores: “We were colonized four times–the Spanish, the British, the Americans, and the Japanese … Filipinos were killed and …. plundered. On the other hand, what have the Chinese done in over a thousand years here? They just traded and gave us siopao, siomai, mami, and lomi.”

“Virtue is stronger when united”

On April 4 the National Peace Day of Angola is celebrated. We take this opportunity to greet all Angolans for this momentous day.
The Republic of Angola is a country in Southern Africa. Luanda is its capital city. Angola as a Portuguese colony encompassing the present territory was not established before the end of the 19th century. Independence was achieved in 1975, after a protracted liberation war. After independence, Angola was the scene of an intense civil war from 1975 to 2002. The executive branch of the government is composed of the President, the Vice-Presidents and the Council of Ministers. For decades, political power has been concentrated in the Presidency.
José Eduardo dos Santos is an Angolan politician who has been President of Angola since 1979. As President, José Eduardo dos Santos is also the commander in chief of the Angolan Armed Forces (FAA) and president of the People’s Movement for the Liberation of Angola (MPLA), the party that has ruled Angola since it gained independence in 1975. He was born on 28 August 1942. At the age of 19 he joined the MPLA’s guerrilla army fighting for independence from Portugal.
After the death of Angola’s first president, Agostinho Neto on 10 September 1979, José Eduardo dos Santos was elected as President of the MPLA on 20 September 1979, and he took office as President of Angola, President of the MPLA, and Commander-in-Chief of the Armed Forces on 21 September. He was also elected as President of the People’s Assembly on 9 November 1980.
In power for 33 years, despite having never been formally elected, Angola’s President Jose Eduardo dos Santos is Africa’s second-longest serving head of state – trailing Equatorial Guinea’s Teodoro Obiang Nguema Mbasogo by just one month.
On 29 and 30 September 1992, elections were held in Angola. José Eduardo dos Santos won the election. In 2001, dos Santos announced that he would step down at the next presidential election. However, in December 2003 he was reelected as head of the MPLA and no further presidential election took place, despite these being announced for 2006, then 2007 and finally announced that the next presidential election would be held in 2009. After legislative election in 2008 in which the ruling MPLA won a landslide victory, the party started working on a new constitution that was introduced early in 2010. In terms of the new constitution, the leader of the party with the most seats in Parliament automatically becomes the president of the country.
In the 2012 general election, his party, the MPLA, won more than 2/3 of the votes. As dos Santos had been the top candidate of the party, he automatically became the President of the Republic, in line with the constitution adopted in 2010, and therefore found himself for the first time in the position of a legally elected President.
The 70 year old is never criticized by the country’s state media organs, and the remaining few private newspapers that have not been bought up by government ministers and which dare challenge his actions are hit with lawsuits.
He is now hoping to win a new five-year mandate when his country holds parliamentary elections under a new constitution that elects the president from the top of the winning party list. Analysts say, the election is as much a referendum on Mr. dos Santos, who celebrated his birthday on the campaign trail, and his record as president as it is about appointing a new National Assembly.
Under his leadership Angola has risen from the ashes of war to become sub-Saharan Africa’s third-largest economy, after South Africa and Nigeria, and a magnet for foreign investment.
Mr. dos Santos’s long stay in office represents stability to his trading partners, one of the largest of which is now China. Against all odds, he has remained in power since 1979, overcoming challenges of war, elections and at the same time displaying a highly refined political craftsmanship. Analysts say Mr dos Santos’ avoidance of the limelight is key to his success because he has been able to keep his enemies guessing and he has carefully kept internal rivals at bay. While criticism of Mr. dos Santos is growing among small sections of urban Angolans, who are increasingly turning to the internet and social media as an alternative to the heavily censored mainstream media, he still has plenty of support.
After the end of the Civil War, the regime came under pressure from within as well as from the international environment, to become more democratic and less authoritarian. Its reaction was to operate a number of changes without substantially changing its character. The new constitution, adopted in 2010, further sharpened the authoritarian character of the regime. In the future, there will be no presidential elections: the president and the vice-president of the political party which comes out strongest in the parliamentary elections become automatically president and vice-president of Angola.
Angola has a rich subsoil heritage, from diamonds, oil, gold, copper, and a rich wildlife, forest, and fossils. Since independence, oil and diamonds have been the most important economic resource. Smallholder and plantation agriculture have dramatically dropped because of the Angolan Civil War, but have begun to recover after 2002. The transformation industry that had come into existence in the late colonial period collapsed at independence, because of the exodus of most of the ethnic Portuguese population, but has begun to reemerge, partly because of the influx of new Portuguese entrepreneurs.
Angola’s economy has undergone a period of transformation in recent years, moving from the disarray caused by a quarter century of civil war to being the fastest growing economy in Africa and one of the fastest in the world. In 2004, China’s Eximbank approved a $2 billion line of credit to Angola. The loan is being used to rebuild Angola’s infrastructure, and has also limited the influence of the International Monetary Fund in the country.
The country has vast mineral and petroleum reserves, and its economy has on average grown at a double-digit pace since the 1990s, especially since the end of the civil war. In spite of this, standards of living remain low for the majority of the population, and life expectancy and infant mortality rates in Angola are among the worst in the world. Angola is considered to be economically disparate, with the majority of the nation’s wealth concentrated in a disproportionately small sector of the population.
In 2002, the country’s economy has developed significantly since achieving political stability, but still Angola faces huge social and economic problems. These are in part a result of the almost continual state of conflict from 1961 onwards, although the highest level of destruction and socio-economic damage took place after the 1975 independence, during the long years of civil war.
Although by law education in Angola is compulsory and free for eight years, the government reports that a percentage of students are not attending due to a lack of school buildings and teachers. Students are often responsible for paying additional school-related expenses, including fees for books and supplies. The Ministry of Education hired 20,000 new teachers in 2005 and continued to implement teacher trainings. Teachers tend to be underpaid, inadequately trained, and overworked. Although budgetary allocations for education were increased in 2004, the education system in Angola continues to be extremely under-funded.
Angola is gradually rebuilding its infrastructure, retrieving weapons from its heavily-armed civilian population and resettling tens of thousands of refugees who fled the fighting. Landmines and impassable roads have cut off large parts of the country. But oil exports and foreign loans have spurred economic growth and have fuelled a reconstruction boom.
Japan Commits PHP3.041 Billion For Aid Projects
Japanese Ambassador Toshinao Urabe and Secretary of Foreign Affairs Alberto F. Del Rosario exchanged notes for three (3) Grant Aid Projects amounting to 6.917 billion yen (approximately 3.041 billion pesos) on March 20/24, 2014 at the Department of Foreign Affairs of the Philippines.
The signed projects focus on rehabilitation and improvement in the fields of infrastructure and communications.
Programme for Rehabilitation and Recovery from Typhoon Yolanda
In the summit meeting with President Aquino last December, Japanese Prime Minister Abe stated that Japan would continue to extend support in the recovery and reconstruction phase. This project amounting to 4.6 billion yen (approximately 2.02 billion pesos) will provide Japan’s reliable disaster-resilient technology and urban planning in the rehabilitation of public infrastructure in Leyte and Samar in order to further the recovery of the people and communities severely affected by Typhoon Yolanda. Through this programme, Japan helps the Philippines to build a resilient society against natural disasters and achieve sustainable growth.
Project for Enhancement of Communications Systems
This project amounting to 1.152 billion yen (approximately 506.5 million pesos) will provide the installation of the VSAT Communication System and the INMARSAT Communication System in the headquarters of the Philippine Coast Guard (PCG) and its district offices and vessels as well as the establishment of the Vessel Traffic Management System (VTMS) in Cebu’s Mactan Channel. This project aims to improve the communications capabilities of the PCG and enhance the safety, search and rescue activities in the Philippines.
Project for Improvement of Water Supply System in Metropolitan Cebu Water District (MCWD)
This project amounting to 1.165 billion yen (approximately 512.2 million pesos) will involve the installation of flow meters, pressure meters, and water quality sensors that will be monitored using the Supervisory Control and Data Acquisition system (SCADA). SCADA will ensure the efficient and effective water supply management of the MCWD within Metropolitan Cebu.
Owing to the disasters of last year and the relentless efforts of the Government of the Philippines to propel the Philippines toward progress, the Government of Japan sincerely extends its support to a friend in need. Japan believes that these projects will signify its unflagging commitment to the “Strategic Partnership” between the two countries and continue to strengthen the friendship between the peoples of Japan and the Philippines.
Gian Javelona: The Pinoy ‘Steve Jobs’
Gian Javelona is the kind of person who would reach for the stars. In a recent interview with Rappler’s Ezra Ferraz, he confided, “When I was a student, I always dreamed of having a company. I wanted to build something that any person could use and a product that could change people’s lives. I remember my classmates were laughing at me when I told them that one day I would have a company that will beat Apple, and that I will name it OrangeApps.” We can imagine who is laughing now, but Gian is modest about his success.
Gian Javelona is only 20 years old, and he is now the CEO of of his own company, OrangeApps. How that happened is based on several factors. In the first place, Gian has never given up on his dream of becoming an entrepreneur. He has always dreamed of having his own company even when he was still a student. One plan has remained on his mind: To build something that any person could use and change people’s lives.
To be a successful entrepreneur, Gian knows that you have to surround yourself with other people driven to succeed. A person can learn from them by absorbing their knowledge and ideas. The young CEO also has an attitude of confidence and resourcefulness. He has never allowed other people’s suspicions to get him down. This outlook helped him find the right people for his company. People have asked, “How can a 20-year old CEO successfully run a company?” He knows this is how many people think but he chose to ignore naysayers.
Building the company from scratch can be overwhelming. Javelona knows that there are issues he has to deal with. He confesses that building his OrangeApps team was the most difficult experience he has ever had. It’s not just because people looking down on his age, but there are other matters at hand. For one, it is hard to get people to join a very young company. It is another challenge to convince them when he can’t even assure them of a regular salary. For so many people, it is too risky to join a company that nobody has heard of.
Despite these circumstances, Javelona found inspiration in the story of Facebook founder Mark Zuckerberg. Gian claims to have watched the biopic ‘The Social Network’ ten times, and he identifies with what Zuckerberg went through during the early days of Facebook. Coincidentally, both Gian and his idol Zuckerberg started out by breaking rules. Zuckerberg built Facemash, precursor to Facebook, by taking the photos from Harvard’s website without permission. Gian created and released his first mobile app, a PUP-based mobile portal that accesses public information on the university’s website, without notifying PUP.
The school authorities told him to shut it down because security issues started cropping up. This did not discourage Gian. It just made him more determined as he fixed the app in one month. He tried once more by doing a relaunch. The app was an instant hit with PUP students in just three days. The users grew to around 2,000 active users out of a school population of 70,000 from over 20 campuses. He shares, “The President of PUP called and asked me to present the platform. Sometimes, you need to break some rules to make big things happen.”
In spite of this success, some people still question his capability to run a company at a young age. He responded by building the company “like someone would build a family – you have to make sure there is chemistry.” He picked people whose way of thinking is out of the box, like he is. He also chose those he knows he could work well with.
When asked how a person can unlock his or her true potential, Gian thinks it has something to do with the Philippine educational system. The country’s institutions of learning still have a long way to go to match its global counterparts. What it is doing now, according to Javelona, is to force students towards a job marketplace where being employed relies on skills that constantly change every year.
This is why Gian’s biggest advocacy is youth entrepreneurship. He is constantly invited to speak to young people in symposiums and seminars. Javelona believes young people should consider becoming entrepreneurs. On this, he thinks that education is the main problem. Our educational system molds students to be employees and not employers. He emphasizes, “If you ask a student today, what they want to do after graduation, most will say that they want to work for a big, local company or go abroad and earn big money.”
Last year, Gian was accepted to Ideaspace Foundation’s incubation program for young entrepreneurs. He remembers a funny moment when he is presenting his ideas to Coach Chot Reyes and Manny V. Pangilinan, and he was just wearing a regular shirt. He admits not knowing that he needs to have financial projections and a business model. “I didn’t even understand what those words meant back then,” he says good-humoredly. Even so, Javelona’s time at Ideaspace was life-changing. He actually recommends the incubation route for those who want to build a startup, but have no idea how, for as long as they are determined to see their business ideas come to life.
The people at Ideaspace assisted the young entrepreneur in terms of incorporation, financial projections, valuations, and marketing. Gian says, “Through them, you will meet the best people in the industry, including entrepreneurs, technologists, social innovators, and other aspiring startup founders.”
OrangeApps recently launched the app Khawna. The name comes from the Tagalog phrase ‘ikaw na’ (that’s you), a teasing way to praise a person who has done anything remarkable or impressive. It coincides with the company’s slogan: “It starts with you.” Gian believes that all of us can make a difference in the world.
According to him, Khawna is a learning platform where you could learn skills currently required by the industry. He believes that the app bridges the gap of industry learning and makes education available to everyone around the world. The learning platform offers online classes that emphasize hard skills, such as science and technology, engineering, mathematics, and entrepreneurship.
Gian says, “Imagine a kid in a rural area attending a class on entrepreneurship from his mobile phone, one taught by industry experts. What will happen to the Philippines? There are 7.93 million underemployed Filipinos and 6.24 million out of school, young Filipinos. With Khawna, we can make every Filipino employable.”
He hopes that this would result in more students aspiring to become entrepreneurs and create their own startup companies. In this, Javelona is very optimistic. He shares, “I’m really happy to see successful startups operating in this country, such as Kalibrr, Guestlist.ph, and TimeFree Innovations. They inspire young startup founders to keep pushing forward – They help us realize that disrupting industries here in the Philippines will lead the country to a better future.”
Every time Gian talks to students, he reminds them of how many huge tech companies started out as small ventures. He emphasizes that all of these tech companies like Microsoft and IBM started the way he and other young entrepreneurs started. “They were built by human beings like us. So it’s not impossible for Filipinos to also build a billion dollar company in the future,” he says.
For a lot of students and fresh graduates, it will be their first time to be told through Gian’s talks, that they can do something other than compete for entry-level jobs. He shares, “For the first time they see a Filipino company who wants to build something that can definitely change lives. I always tell them that ‘the sooner you start, the faster you will learn.’ I hope that inspires them.”
Many young Filipinos are so impressed and inspired by Javelona’s story. Many of them want to work for OrangeApps, and some feel encouraged to start their own company. Some of these young people started out as Khawna’s earliest users. They see the app as a launching pad to learn the skills they need to survive and succeed in the job market. Gian hopes that most of them can become future innovators, entrepreneurs, and industry leaders who will help uplift the country’s economy.
A Lifeline to the Future
Water is life, and without water, all life forms would be dead. Without water, we could not grow food, and without food, all life forms would be dead too. Since we grew up with water around us, we have perhaps assumed all along that water will always be there, in the same way that air will always be there. These two assumptions may be correct, but what if both the water and the air would become polluted? And what if the supply of clean water would dry up, and no more water would come out of our faucets?
In a manner of speaking, air is a renewable resource in our country because every day, the winds would sweep away the dirty air into the oceans around us. This might be true for now, but what if the time will come when the density of the air pollution would be too much for the winds to sweep away? The fact is, we are no longer measuring the levels of air pollution in our country, so much so that we may not even know whether the levels are still normal or not.
In theory, water is a renewable resource everywhere, provided that the natural sources of water are preserved, and provided further that the natural process of water collection is also preserved. As God and nature has provided for, the natural sources of water are our watersheds, and it does not take a genius to understand that. While it may have taken a whole bunch of fools over the generations to destroy our watersheds, it will not take a genius to reclaim and restore our watersheds, even if it would again take many generations to do that.
We might actually have many geniuses around us, but we do not need them to tell us that if we bring back the trees around our watersheds, it will bring back the water in the short run, and it will eventually ensure the continuing supply of water in the long run. And if that is not enough incentive for us to do that, let us ask these geniuses to explain to us that if we bring back the trees, these trees would also hold the water in their roots, a scientific fact that would prevent floods in the lowlands.
For those who could not chew gum and walk at the same time, we would perhaps need the geniuses to explain that producing water and preventing floods are not the only benefits of bringing back the trees to the areas around our watersheds. It might be too complicated to explain, but these trees would not only produce food in the form of fruits and leaves, these would also produce oxygen that would clean the air, and counter the carbon pollution in the air. Again it might be too complex to explain, but the trees would actually absorb the carbon in the air, a natural process that also weakens or slows down global warming.
It is a scientific fact that global warming is the cause of climate change. That is generally speaking, but to be more specific, it is deforestation that is the cause of flooding in the lowlands. Since these correlations are so obvious, we should also do what is also obvious, and that is to reforest our mountains by planting and growing trees. Mind you, I am not just talking about planting some trees here and there; I am talking about growing trees in all parts of the mountains. Call it any other name you like, but I am talking about reforestation, back to the density of trees that was existing before the uncontrolled logging began.
Mga Anak ng Inang Daigdig (MAID), an organization of young people founded by Fr. Ben Beltran in what used to be the Smokey Mountain dumpsite was awarded about 120 hectares of land in the Montalban mountain area by the Department of Environment and Natural Resources (DENR), under a Forest Management Agreement (FMA) scheme. These young people have already planted fruit bearing trees in the area, along with cash crop vegetables. As fate would have it, MAID is also helping the members of the Dumagat tribe in the area, who are now also planting their own trees and vegetables. As it is now, the harvests of MAID and the Dumagat tribe are already being sold within the Diocese of Cubao, with the support of the good bishop there. As it also happened, slash and burn farming, locally known as kainginhas slowed down in the area, because the local kaingineros have now found an alternative source of income.
As long as the people in Cubao will keep buying the organic products coming from the farms of MAID and the Dumagat tribe, they will be able to keep as supply chain going that will not only assure their customers of healthy food, they will also assure the entire metropolis with a sustainable source of water forever, aside from preventing floods in the lowlands, hopefully also forever. This is the reason why I am calling it a lifeline to the future, a lifeline of food and water forever.
Indigenous Communities Conservation Areas (ICCA) is an international framework that recognizes the ancient role of the indigenous peoples in conserving their own ancestral domains. They have been doing that forever, and it would make sense to provide them the resources that could make them do that forever. Whether or not the indigenous tribes in the Philippines have been granted their Certificates of Ancestral Domain Title (CADT), they could be tapped to implement reforestation programs in their own areas, following the pattern of the program that MAID started. RP Posts Historic Rice Growth
Despite strong typhoons during the last half of the year, Filipino farmers were able to produce a total of eighteen point forty four million metric tons (18.44 million MT) of palay in 2013.
“The highest ever recorded in Philippine history.”
This was according to Agriculture Secretary Proceso J. Alcala who led the recognition and awarding of top producers of palay via the National Rice Achievers (NRA) awards held at the Newport Performing Arts, Resorts World Manila, Pasay City, on March 14, 2014.
Although three percent short of the 100% rice production target, overall yield was posted at 97% based on a 20.04 million MT target.
Alcala commended the local chief executives of rice-producing provinces, municipalities and cities for continuing to partner with the government in its drive to attain food self-sufficiency. He also expressed his gratitude to farmers and irrigators associations, and agricultural technicians for their invaluable contribution in attaining the historic feat.
“We value your role in ensuring safe, nutritious, affordable, and sufficient supply of food for the Filipino people,” he said.
He also challenged the provincial governors to implement programs that will increase farmers’ production and income.
In addition, he campaigned for the integration of Good Agricultural Practices (GAP) in rice to improve the quality of palay in preparation for intense domestic and global competition, as well as the use of appropriate modern technologies to boost overall production.
Alcala reiterated President Aquino’s directive on his 2nd State of the Nation Address: “Ang gusto nating mangyari: Una, hindi na tayo aangkat ng hindi kailangan. Ikalawa, ayaw na nating umasa sa pag-aangkat. Ang isasaing ni Juan dela Cruz, dito ipupunla, dito aanihin, dito bibilhin.”
A total of P117.42 million (M) worth of project grants and cash prizes were given out to the 2013 NRA awardees consist of 12 provinces, 48 municipalities, 10 Irrigators’ Associations (IAs), three Small Water Impounding System Associations (SWISAs), and 496 Agricultural Extension Workers (AEWs). Each province received P4 M worth of project grant, while municipalities received P1 M worth of project grants. Legarda: We Should Be Stewards, Not Destroyers of Nature
Senator Loren Legarda today stressed on the responsibility of every citizen to protect the environment, stressing that “we should be stewards, not destroyers of nature.”
Legarda, Chair of the Senate Committee on Environment and Natural Resources, made the statement after a forest fire, which is believed to be man-made, transpired at the top of Mt. Banahaw, affecting about 10 hectares of forest land.
“It is unfortunate that even our protected areas are not safe from such a tragic event. If the forest fire was indeed man-made, we must condemn and punish such irresponsible acts, ” she said.
“This is a gruesome crime against nature, the species that live in the area, and the resources that we are tasked to conserve. Our responsibility is to protect our forests and undertake further efforts towards reforestation and biodiversity conservation. We must not betray our purpose as stewards of our natural resources. We must be accountable for the environmental impact of our actions,” Legarda added.
The Senator assured that her committee is working on proposed measures, including the National Land Use Act, the Final Forest Limits Act, and the Protected Areas Declaration Act, that will put into place tougher safeguards to protect the country’s natural resources and ensure sustainable development planning.
Eco-Group Urges End to Fossil Fuel Investments
A climate crisis that risks peace and security can still be avoided by accelerating the clean energy revolution, Greenpeace said on Tuesday.
Issuing an SOS emergency alert ahead of an Intergovernmental Panel on Climate Change (IPCC) meeting in Japan, Greenpeace warned that climate change is already devastating nations, destroying lives and costing billions of dollars in damage.
“This is a crisis that knows no boundaries. Our climate is on the precipice and every ton of oil, coal and gas we are digging up and burning pushes us closer to the brink,” said Kaisa Kosonen, Greenpeace International campaigner. “But there’s a way out of this mess. Renewable energy has made a breakthrough faster than thought and is ready to challenge our old hazardous energy system.”
Greenpeace activists yesterday displayed the message ‘Climate SOS – Go Renewables’ outside the J-POWER’s Isogo 1 & 2 coal power plant and Tepco’s Minami Yokohama gas power plant near where the IPCC meeting in Yokohama to highlight the cause of climate change and the solution to the unfolding crisis.
Meeting to finalize the Working Group II report on ‘Impacts, Adaptation and Vulnerability’, the IPCC will discuss climate action in the context of sustainable development. The Japanese government, which is hosting this week’s meeting, is failing to meet the IPCC’s challenge.
“With IPCC’s scheduled release of this timely report, the dire scenario is no longer a threat from a distant future. In fact, it is already happening in many countries- the Philippines in particular and across Southeast Asia which is among the most vulnerable yet least prepared to deal with climate change impacts,” said Amalie Obusan, Regional Climate Campaigner for Greenpeace Southeast Asia and a delegate to the climate talks in Japan. “When super typhoon Haiyan hit the Philippines last November, it claimed thousands of lives and left trail of destruction that will take several years to rebuild. We urge world leaders to recognize what scientists all over the world have been saying: to act on genuine positive solutions to climate change.”
Greenpeace says coal burning is the biggest single driver of climate change. But coal has a massive water footprint too, making it one of the largest threats to water security, add to that the air pollution problem making it clear that a move away from coal is inevitable and in fact has already started.
“While the IPCC report will make grim reading, the key message here is choice. Will we continue drifting from one disaster to another, or will we take control of our future? We’re at a crossroads and the choices we make now will determine how history judges us. To make the shift away from coal and other fossil fuels fast enough though is a key fight that communities, decision-makers and investors have to unite on,” added Kosonen.
Japan has lowered its target for reducing greenhouse gas emissions and it is also emerging as the world’s biggest public investor of coal expansion overseas. Now it is planning a return to nuclear energy despite the ongoing Fukushima disaster. (Greenpeace Philippines)
DTI Welcomes Indian biz Mission to PH
The Department of Trade and Industry (DTI) recently received an Indian business mission to the Philippines that intends to explore potential business opportunities, and possibly locate and expand their operations in the country.
During the mission member’s courtesy call, Domingo noted the resurgence of the manufacturing sector in the Philippines, and the growth of capital formation in the gross domestic product (GDP) by 18 percent.
The mission was organized through the Philippine Trade and Investment Center (PTIC) in New Delhi and the Federation of Indian Chambers of Commerce and Industry (FICCI).
Domingo also noted that this mission is his second meeting with the FICCI. The first was during the First India-ASEAN Business Fair and Business Conclave in New Delhi, India in March 2011.
The FICCI is the oldest and largest top business organization in India. The history of FICCI is interwoven in India’s struggle for independence, industrialization, and emergence as one of the rapidly growing economies.
The FICCI has members from India’s corporate sector, including multi-national corporation (MNC), and enjoys an indirect membership of over 250,000 companies from various regional chambers of commerce.
“India is a huge market. The distribution is excellent and you just have to find the right partner,” said Kapil Rampal, deputy head of the delegation and director of the Ivory Education Pvt. Ltd., during the DTI business forum on doing business in the Philippines.
Rampal also mentioned investment interests in pharmaceuticals, bio and thermal energy (From Rampal’s presentation), motorcycles and auto parts, mining, infrastructure, and space and defense related industry.
Rampal added that the possibilities are more than enough, and suggested to look at possibilities of collaboration and be competitive at the global level.
During the business forum, Bureau of Export Trade Promotion (BETP) Director Senen M. Perlada said that both countries can do so much, and noted that Philippine exports to India only accounted for 0.54 percent of Philippine total exports in 2013.
Total trade between the two countries grew by 8.7 percent, export by 8.6 percent, and import by 4.8 percent from 2008 to 2012, according to BETP data.
Perlada also mentioned possible products for promotion in India such as motor vehicle parts, electronic components, sanitary articles of paper (i.e. diaper, toilet paper), personal care products, high-end furniture, and garments.
Likewise, Board of Investments’ (BOI) International Marketing Department Director Angie M. Cayas mentioned the following sectors for promotion to India: public–private partnership (PPP) projects, information technology and business process management (IT-BPM), tourism related investments, and other areas of investments such as the Special Investor’s Resident Visa (SIRV) and the Retail Trade Liberalization Act of 2000, particularly categories B and D.
In an interview, PTIC in New Delhi Commercial Attaché John Paul B. Iñigo said that the delegation is happy, and anticipates another group coming to the Philippines in the next six months.
The 14-member business delegation is composed of companies from sectors such as agriculture, hotel, hospitality, education, infrastructure, airport, food products and textile.

The BI is Making Ribbons out of Red Tape

The Republic of the Philippines suffers from widespread corruption. Means of corruption include graft, bribery, embezzlement, backdoor deals, nepotism, and patronage.
According to a World Bank study in 2008, corruption in the Philippines is considered to be the worst among East Asia’s leading economies and the country has sunk even lower among those seen to be lagging in governance reforms. The 2009 Corruption Perceptions Index published by global watchdog Transparency International, showed that the situation in the country had improved slightly but still remained serious.
Corruption exists in all levels of the government, especially among high-level civil servants. Companies generally have little confidence in the Philippine judicial system, and this is due to the allegedly incompetent court personnel, corruption and long delays of court cases.
Transparency International-Philippines said some of the factors that contributed to the Philippines’ slight jump are the improvement in government service, and cutting red tape.
Red tape refers to the rules that government personnel must follow to accomplish a task. Sometimes the governmental process seems cumbersome to us, especially when we want a quick answer. Many feel that the government establishes far too many rules or procedures with their numerous departments particularly their frontline personnel, which are closer to and more quickly responsive to the public.
The battle against red tape and inefficiency in our bureaucracy is never an easy task. Red tape has long been embedded in our culture with Filipinos having to deal with voluminous requirements and seemingly endless processes with government agencies.
Eliminating red tape and averting graft and corruption has far-reaching benefits for our economy, such as cutting costs of doing business in the country which will in turn improve investor confidence and heighten our global competitiveness.
In the past numerous efforts were undertaken to curb red tape but these did not cause dramatic changes in public service. In some cases, red tape even intensified.
Delays in official transactions are breeding grounds and provide opportunities for corruption. Delays alienate people from their government aside from hiking transaction costs. Corruption makes the country poor and living in it is oppressive.
The Anti-Red Tape Act or RA 9475 of 2007 aims to promote efficiency and transparency in government with regard to the manner of transacting with the public by requiring each agency to simplify frontline service procedures, to formulate service standards to be observed in every transaction and make known these standards to the public.
The Anti-Red Tape Act required all government agencies to adopt and formulate a Citizen’s Charter. This refers to an official document, a service standard or a pledge, that communicates, in simple terms, information on the services provided by the government to its citizen’s. It describes the step by step procedures for availing a particular service and the guaranteed performance level that they may expect for that service.
Although the Bureau of Immigration (BI) has formulated a Citizen’s Charter of its own, Commissioner Siegfred B. Mison has moved anew to cut red tape in the agency’s processing of various alien documentations.Mison, in a recent operations order, directed concerned Bureau offices to strictly observe timelines in the processing of applications for visa conversion/extension and ACR I-Card issuance/renewal designed to expedite and facilitate the processing of said applications.Under the order, all concerned offices are directed to review, evaluate and indicate recommended action within a specific number of working days upon receipt, depending on the type of transaction.The BI Chief said his order to set timelines is aimed to improve, facilitate and expedite the processing of the applications.
All applications received by the Central Receiving Unit (CRU), upon making sure that all documents are complete and in accordance with existing checklists, must be transmitted to the concerned offices within the same working day of receipt.“There is a need to enhance the existing procedures and guidelines in the processing of these applications to eliminate bureaucratic red tape,“ he pointed out.Mison said there is also need some key reforms for the issuance and renewal of the Alien Certificate of Registration Identity Card (ACR I-Card) to avert graft and corrupt practices and improve the efficiency of delivery of such front-line services.He explained that, under the BI’s “Good guys in, Bad guys out” program, foreigners with bona-fide intention to apply for appropriate visa are presumed to be “good guys” which should be extended tourist and/or investment-friendly immigration services.
